As a SLBE subconsultant to the City of San Diego, RBC is assisting in the development of a Regional General Permit (RGP) for the City of San Diego’s Stormwater Division’s MWMP to streamline the permitting process for multiple City O&M facilities. RBC provides technical guidance to the project team on the U.S. Army Corps of Engineers (Corps) RGP process including the development of a multi-facility approach and report for the Corps’ compliance with Section 7 of the Endangered Species Act (ESA) and Section 106 of the National Historic Preservation Act (NHPA).
RBC is also assisting with the authorization process via the San Diego Regional Water Quality Control Board (RWQCB) and California Department of Fish and Wildlife (CDFW). RBC’s other roles in the development of the MWMP RGP includes providing input on overall regulatory processes and participating on in-person, phone, and email discussions with the regulatory staff using strong working relationships with the regulatory agencies and thorough technical knowledge of the pertinent regulations.
RBC also prepares aquatic resource delineation reports (ARDRs), which include the delineation of wetland and riverine aquatic features, for MWMP RGP facilities.
